Starving Vagrants are members of the Vagrants faction. They are similar to the Starving Bandits of The Holy Nation territories in that they resort to banditry to get money and food to feed themselves.
They operate around the northern territory of the United Cities of The Great Desert & Heng, most likely making them the bottom impoverished outcasts from the city of Heng[1].
They cease to exist after Longen is killed, which devastates Traders Guild and all their supply lines[2]. Unlike the case with Rebel Farmers[3], however, these vagrants didn't move into any towns, as Longen's death in of itself doesn't cause any towns to be turned in control to the poor for them to move in[4], conversely, one could have rebels/peasants control most towns and they will still persist[5][6], and the similar vagrant camps will still exist regardless.
This means the devastation of towns and supply lines depopulated the desert and killed off the vast majority of the bottom poor, who were already at the brink of starving to death to begin with, causing only the Hiver-majority Empire Peasants (who don't need as much food)[7] to remain.
Manhunters and Slave Hunters often times target and enslave these bandits for profit with ease, as the vagrants are weak and easily captured, and are found in sizable quantities throughout the desert.
The Vagrants have slightly better armor and weapons than Hungry Bandit gangs and are slightly more dangerous as they can wield sharper weapons. They wear [Shoddy] armour (5% chance of [Standard]) and have weapons manufactured by Unknown.
