Samurai Rogues are members of the United Cities. They have the same stats as a Samurai Sergeant. They appear to be ex-samurais turned to banditry after the fall of their cities to the rebels and peasants.

Alternatively, they may be bandits employed by the government to rob wanderers for emergency provisions needed by the government after the loss of food supplies from now-destroyed slave camps.

Only when specific nobles with the Noble Circle perishes will they start to spawn at specific location:

They are likely to have a Maniacal, Brave, or Traitorous Personality.
