They can be found in Eyesocket, Slave Markets, Black Scratch, Flats Lagoon, Smugglers Bar, any Waystation, and World's End. They can also be found in locations controlled by Deadcat or Empire Peasants. They have a chance of spawning in any town controlled by the United Cities, including when the location is "malnourished".
Their race is determined by their faction (Drifters). They commonly have a Smart Personality and after recruited have the "Player CIVILIAN" Dialogue Package.
