Holy Nation Outlaws are a small and insignificant Faction of runaway criminals and rebels who escaped from The Holy Nation. The Hub and Rebel Base are nominally controlled by them.

While not inherently hostile to the player, they can attack out of a need for food. They can also be recruited on occasion out in the wilderness. They will often have the same dialogue reactions as the Holy Nation when spotting skeleton player characters, but do not attack on sight unless the player is already an enemy.

They are generally found in areas in and around The Holy Nation territory, albeit usually in a much lesser frequency and numbers compared to the more numerous Starving Bandits in regions where they overlap[1].

Compared to the starvers, they are also rarely found in Vain, Fog Islands, Cannibal Plains but not in Shem or Northern Coast.

  1. Starving Bandits are 11.1x (Skinner's Roam), 5.4x (Border Zone), 4.5x (Okran's Gulf), 1.7x (Okran's Pride) 1.33x (Dreg) more than HNO, and is only slightly outnumbered by them in Okran's Valley by being only 0.88x as common as there.
