High Inquisitor Valtena is a member of The Holy Nation and its Inquisition, who occupies as a high command for the Holy Lord Phoenix. He is located in Okran's Shield but can also lead an attack against the player in an event called the Wrath of God. He can be captured and turned over to the Shek Kingdom, United Cities or Flotsam Ninjas for a sizable Bounty of c.40,000.

Valtena is the talented commander of the Holy Army's northern and eastern forces, and almost entirely responsible for the campaign in the frontlines of Bast and Skimsands against the United Cities. The forces that he commands is tremendous, bigger than that of Tengu, Inaba, Yoshinaga combined, and likely Nagata and Sanda's of the Noble Circle as well. He aims to take Drin after Empire scatters away from that area.

They wear [Specialist] armour (10% chance of [Masterwork]) and have weapons manufactured by Edgewalkers.

This character can colour armour and clothing due to a colour scheme attached. The colour is different from the faction's color as it is attached to this character rather than the faction. The color used is "Holy Nation Level 3".

Skills will be multiplied by the racial multiplier. Players should also be aware that non-player characters also level up while fighting.

World States

If High Inquisitor Valtena is killed there are several World States that will trigger, mostly related with the collapse of HN's northeastern front that he commands as the chain of command breaks down, causing demoralization, chaos, and panic amongst the HN's army and populace.

His death causes the Holy army patrols to decrease in frequency in Bast (90%), Okran's Valley (56%), and completely cease in Skimsands.

Okran's Shield would be turned over to United Cities control if Valtena is killed, or to the Shek Kingdom if the player is allied with them (because of a quirk in the system, this cannot happen unless Tengu is killed as well). If Okran's Shield is under United Cities control it can be turned over to the Reavers if Lady Tsugi is killed while Valamon is alive and free or fall into ruins if he is killed too.

Okran's Fist would become half-destroyed or overrun by Cannibals control if Holy Lord Phoenix is also killed.

If Valtena and either Phoenix and/or Seta is killed, while Longen and Tengu are alive, Holy Farms will be taken over by Slave Traders.

If Valtena, Phoenix and Seta are all killed while Moll is alive and free, Flotsam Ninjas will take over Blister Hill and Rebirth. If Moll is also dead, both towns will be part of Holy Nation Outlaws.

If Valtena, Phoenix and Seta are all killed while Flying Bull is alive and free, Kral's Chosen patrols will start spawning at Okran's Valley and Skimsands.

If Valtena and Seta are both killed while Moll is alive and free, Flotsam Ninjas patrols would start spawning in Okran's Gulf and Okran's Valley region.

If High Inquisitor Valtena is killed/imprisoned alongside with Holy Lord Phoenix and High Inquisitor Seta, the Holy army would cripple and cease to spawn and be replaced with Strayed Paladin's patrol consisted of 4 to 10 people patrolling the following zones: Bast, Border Zone, Dreg, Okran's Gulf, Okran's Pride, Okran's Valley, and Skinner's Roam.

(Requires Valtena to be alive)

If Inaba and Tengu are dead, Drin will be taken by The Holy Nation.

Trivia

• High Inquisitor Valtena is the only character in HN to wield an Edgewalker-grade weapon, which is also notable for having a better quality than the other High Inquisitor who holds a Catun-grade weapon, Seta.
• Valtena has a significantly higher (50) faction importance in FCS than the other High Inquisitor, (4) Seta.
• Valtena has more forces under his command than the Empire's combined force of Inaba and Yoshinaga, as seen in squads at Bast and Skimsands.
• Valtena has significant amount of army force tied under his command, roughly 30% of all HN army, compared to 10% of Seta and 60% of Phoenix.
