Empire Lawless Trade Culture is a trade culture which removes cultural items from The Holy Nation and several food items. It's similar to the Empire Trade Culture with the notable exception there is no illegal buildings and goods.
Since there is no illegal goods in a territory ruled by this trade culture, Hashish and Bloodrum are sold without particular bonuses, except if a complementary trade culture applies locally like the Empire Southwest Trade Culture. It's the case at the Flats Lagoon : Tech Hunters are tied to Empire Lawless Trade Culture but Empire Southwest Trade Culture is applied locally. That's why Tech Hunters buy Hemp and Hashish at better prices at Flats Lagoon than Black Scratch despite the fact those two cities are ruled by the same faction.
